This is 2 reports in 1 I guess. uRs cheated in two consecutive 2v2 games versus me and Kay ("South").

In the first round R_Empire scout rushes my iron immediately in order to prevent me from making horses in time. I'm sick of reporting his scout rushes. It's like he never learns. I feel at this point he deserves a strong punishment.

In the second round, destajador makes ballistic nuclear silos once he hits epoch 13 and nukes both of us (past 50 minutes into the game). To add insult to injury, afterwards destajador writes the following in lobby: "valio la pena el reporte" (translator says "The report was worth"). Cannot let him get away with that, so I suggest a punishment that is not "worth it" to him.

This is surprising especially because R_Empire promised not to do this:

After re-reading previous reports of player R_Empire, I decide that his behavior is an intentional recidivism, and I decide that his behavior harms the Empire Earth II community. He was fully aware that his next rules break will be punishable, and the previous rules break happened less than 3 months ago.
Banned for recidivism (after another rules break) for 3 months (until 18 April 2023).

- Destajador
Committing much more serious rules break than just the scout rush (and of course can't forget he scout rushed too, together with R_Empire). He was fully aware of what is going to happen. Instead of apologizing after game, he is proud of it. So this was an intentional behavior to ruin game. Assuming he acted with premeditation, but he's not being reported as often as R_Empire - his punishment will be shorter.
Banned for serious rules break with premeditation for 1 month (until 18 February 2023).

Appeals:

Within the first 7 days after this decision, punished players who disagree with the decision of the Department of Control, can write an appeal in this topic, and their appeal will be reviewed by the Department of Justice. An appeal made after 7 days (26 January 2023) will be ignored.

Breaking rules because some player did the same thing 3 days ago is not an excuse. Players are not supposed to "punish" other players. This was a case for the Ministry, and you should have reported it earlier and not do the same thing to him. There is no place for the "jungle law".
If everyone starts breaking rules when is about to lose a game, then EE2 will not be enjoyable anymore.

However, your behavior - R_Empire is way worse, because you break the "no scout rush" rule frequently, and you do it on game start, just to ruin it from the beginning. Therefore your punishment time won't be reduced, unless you make an appeal to the Department of Justice with strong arguments, and they decide otherwise.

When it comes to KennetRP, and EWBJ - they used nuclear weapons after KayOne did it, in defense to win the game, so they didn't break the rules.

Lying by omission... Like Mona said, Kay (South) started using nuclear weapons first, and he was on the opposite team. An important detail you "forgot" to mention. So I made the choice between reporting him or respond with the same means ("an eye for an eye"). Obviously I (and EWBJ) chose the latter.

Hello Guys. Just want to explain my behavouire in the Game why i break the rule is, because my teammate got spy and lost all eco in complett terrs.
thats why i did break the rule to awnser the shit, and now i got a ban. i hope i will not be bored for an long time. and that Mona will fix the Ban

Now that you mention it. I seem to remember someone calling out spy use.

Who got spied and which minute?

I am not going to rewatch the playback million times just to find it out. At least give a damn nickname / color of a person who got spied as the first one.

i am not sure who it was, but fact is i saw it and it would be a fair situation to fix the Ban because i had only option to do this after spy.
