OK, at first I thought this will be a debatable case, because the game has started with the first scout. It was discussed in this topic: "No scout rush" rule. Does it affect games where scout is enabled on game start? but we didn't find a final conclusion on this subject yet.

However, it looks like R_Empire produced more scouts:
He clearly broke rules, because as long as we can discuss if the rule is "no scout" vs "no scouts" rush - he intentionally produced more scouts, just to ruin the game.

I am pretty sure he has done it multiple times before, and I remember people threatening him on game chats that he will get reported. But at the end, nobody created a report until now, so he felt untouchable and motivated to continue breaking rules. This is why reporting even small incidents is always important.

This time the case needs to be forwarded to the Department of Justice, because I probably wouldn't be neutral in the judgement, as I don't feel any sympathy to him.

Maybe he will spend Halloween with family?

I'd like to add onto this report as Empire did the same thing against me. He produced 2 scouts just to rush me with them (if you're watching my playback, he's the player to the left side, I am on the right, happens within the first 2 minutes of the game).

It passed a while from the last time Russian got reported for similar stuff. At the same time he is not new to this and it seems he has done this more than once recently (as Kennet stated).
I think 7 days being muted and, since he is not very talkative, a 1 month warning that this player might break rules, should be enough.

I confirm that R_Empire has been muted now, until 5.11.2022, 10:27 CET.

I also added the warning message:
"WARNING: This player has been recently punished for breaking game rules. Please be careful or consider kicking him out of your games."

(which I'll probably forget to remove in 1 month).

I wonder if these players will appreciate that the Department of Justice is issuing soft punishments. Normally muting is issued for "insulting" on chats. Punishments that don't prevent them from playing games are very soft, but I'm curious if they'll teach them how to behave. We will probably see more reports about R_Empire in the future, and then something stronger will need to be issued.

Funny, I knew this will happen, but didn't expect it to happen so soon.

He had a link to this topic in the "mute reason". So whenever he tried to send a message a link: https://ee2.eu/t5650 was showing up. Either he's extremally stupid not to check the reason of his punishment, or he's doing it on a big purpose.

ok sorry there are no scouts anymore the scout doesn't do much damage either i guess they're just excuses
