How to make AI respond to proposal?

Hello, i'm creating a scenario but there's a little problem, AI dont respond to my proposal, yet, they still can declare war on me, so how can i solve this problem?
P/s: I'm creating WW2 in Europe Scenario but The AI created by Map editor is stupid and week, how to make them act normally like in single game.
Any recommendation for my map pls. Thanks in advance :

Hi. Unfortunately, on custom maps AI will behave like this. The best (but at the same time the most time consuming) thing you could do is pausing AI players by the .IES script, and then scripting their moves... But that would be insane in sucha a big scenario.
I believe, you could also lock diplomacy status by the .IES script?
