Uhm do you mean your home city is level 23 or your rank is level 23 aka first lt? There's a huge difference.

I was around level 34-level 35. I was around top 30 though, although my level wasn't bcuz I'd pretty much only be willing to play the best players. Skill wise I was probably level38ish I'd say, though PR/level doesn't mean very much due to you being able to get super high on it only facing low level people. You should use this site to judge your skill level, it's much more accurate.
