I want to make a simulation of Imperial age (epoch 8) vs Digital age (epoch 13) in skirmish and i do not want the AI to go above epoch 8.

Is there a way to do so?

Unfortunately it's not possible by the game settings AI will always try to epoch up to the maximum available epoch.
You could try to set some stuff by scenario editor and then epoch yourself up with cheats (epoch up), but I'm not sure if that would work as expected.

You can set speed of gain sience points to 0.10
