Hi
I was wondering if anyone now how to propose an alliance/treaty to a tribe.
can you please tell me how.

It means that you have to take control over at least one territory that is next to the tribe's territory. Then you have to send your Leader on their territory, and the Assimilate option will be unlocked in the "Diplomacy / Native Tribes" menu.
