Click the right mouse button on that .exe file and select "Run as Administrator" from the list. It should help.

Download 7zip: http://www.7-zip.org/
Then click right mouse button on that .exe file, next: 7zip / Open Archive (the first possible option). Maybe you will be able to see what files are in the archive, and you will be able to extract them. Anyway this might not work, it works hardly, hardly ever.
Anyway, what's your Operation System? Are you logged in Administrator account?
Try to create a new Administrator account in your computer, and start the installer again.

Btw. are you sure that file: "Empire_Earth_IV_v9.02_eng.exe" has ~1.41GB? If it's less, then the file was not downloaded correctly, and you will have to re-download it.

nevermind, i got it to work, and i notice a bug, it costs uranium to build a spearman in the first 5 epochs

This is not a bug. This is so conceived.
is a ban on the production of the old units.

I got it to work through downloading EE4 through the russian site and just waiting an extra hour for it to work.
(note to self, have to figure a way on EE4 for the cpu to be more helpful)
