What does TTCIV in dbtechtreenod5 and dbtechtreenod6 mean

In the Empire Earth II Gold\zips_ee2x\EE2X_db_155.zip\EE2X_db\TechTree location what does TTCIV do? I can only find it in the dbtechtreenod5 and dbtechtreenod6 files but what is it used for?

If you take a closer look at the table, you will see that this is the short form for TechTreeCiv. In other words, the technology or unit is assigned to a specific region or civilisation.

This is used in the game to assign the wounder.
