Is there any way to limit max upgraded century of AI player?

There are 15 levels. Is it possible to restrict only the AI players so that they can only be upgraded to level 14 at most? Are there any settings that can be modified to achieve this?

Further, how to restrict AI players from crafting a certain special weapon？

You cannot edit epochs that AI players are able to advance. You only can create a custom game pace, and make epoch advancing and costs super expensive, then epoch up yourself using cheat codes.

For the further AI modifications, most of things are probably hardcoded in the executable and can't be modified. You can only try the luck by exploring aips folder in EE2 installation folder to see if some restrictions can be made, but it's dozens of files to modify which might cause crashes, AI freezes or other unexpected behavior that would not be even possible to test properly. My advice is not to try to bother with it, or you might lose nerves.
