Transport Helos & AI

So just gifted the British AI (they are in Renaissance Era) 3 transport helos. Took them ages to finally use them, but when they did... they had to be at war with someone else and they used it to only transport civilians to build stuff across continents. My complaint is that transport helos should have been able to transport Culverins, Bombards, Lancers, Grenade Pistoleers etc. as well...

Since I was playing a Fealty Game and British AI was my vassal, I should have been able to transport my vassal's units for them instead of having to use the gift system.
