Why in TUNDRA map mesoamerican civs power is not active?

I played a few games with TUNDRA settings and in all cases conversion power refused to convert units. Why?
Sometimes the whole strategy is built on this feature. Maybe someone could explain to me how it works, please.

The climate doesn't affect game features nor civilization powers.

It works exactly the same way as always. The closer your city center enemy units are, the bigger chance to convert them. It also depends on game pace. In fast pace this civ power is more effective than in medium/slow.

For me this topic sounds like searching for excuses for lost games?

My recommendation: If you like the Tundra look, please play with it. This is not true that game features work "differently" on this climate. It's some kind of placebo effect. From a programmatic point of view there can't be differences like this, until there is some "black magic" or voodoo.
