Life has been super busy so I never had a chance to come back to you guys and this game. It's been a very long time, is there anyone still here and maybe someone can fill me in on what I've been missing?

You probably only missed "changes" in UP1.5. You can check them by reading: viewtopic.php?f=54&t=1723&start=280 (starting from the bottom).
Most important fixes:
- Anti-Res Glitch
- Anti-Scout-Glitch
- Range Glitch fix.

Rest:
- Better and better DirectX 9 support.
- Newest Win10 versions compatibility.
- More options in game (for example and Option to disable crowns system, cycle time of day, max pop/resources per player)

Lobby:
- MonaNAT: https://www.ee2.eu/multiplayer/help/#monanat (100% of players can connect each other)
- Server-controlled observers-to-players chat.
- No more smurfing (connected accounts are shown above rating)
- Many, many other improvements.

Is the anti-scout glitch fix as in where you put scouts over where buildings will go or something like that? It was a bit annoying

Yes, now scout is replaced with a temporary "flying" scout when it's detected, and then changed to normal scout again.

Amazing. I'm redownloading ee2 for the first time in years. I'm excited to play.
