How do I mod Empire Earth IV?

So I use 9.02 now(since 9.05 doesn't work) it's great and all... but how do I mod it?... things like resources, and techs.
I forgot how to mo those, and when I look into advancements in Tech Tree I don't see any real values to mod...
Resources should be limited(a good reason for war is your neighbor has more something than you) units, I found easy enough to mod.
