It was in the plans, but we decided to not put it in Update 2.0.
If you know how you can still add it in: EE2X_db_140.zip\EE2X_db\TechTree\upgrade_factorse4.csv
(for example by replacing any useless technology with something like:

MilitaryTechUpgrade_E13_Slot1a,,Naval,tt_tt_allNaval,0,ICBMTargetingProbability,Add,100,0,None

where tt_tt_allNaval are all naval units).
In my opinion fighters shouldn't attack ICBMs - Air-defense, mobile-air-defense and ships are really enough to protect your civilization

* Added ICBMTargetingProbability technology for ships in epoch 13, and air-defense in epoch 14

But you should download it only if you have a legal copy of EE2, but for example your CD crashed

The new resolution, 1920 x 1080 is not present to me...The settings just show
800 x 600, 32-bit, 1024 x 768 32-bit, 1366 x 768, 32-bit, 1600 x 900, 32-bit, 1280 x 1024, 32-bit

It must work if your monitor supports 1920x1080. What this website shows?:

Then select 1280x1024... 1920x1080 won't be available for you, it's technically impossible.

Hi, Thanks for the PATCH, but as I'm opening EE2, the screen goes black then min to windows, every time I try to open it, it goes in the min again to Windows. Please help.

I'm playing EE2 on a Acer Aspire 4752G Laptop with Nividia Geforce GT520m Cuda 1Gb with Intel HD Graphics.

Hi, you're probably using Windows 8 / 8.1. Go to the folder where your game is installed (Default: C:/Program files (x86)/Sierra/Empire Earth II), and start file: "EE2-Windows8-by.DrMonaLisa.bat"
