I have tried installing the unofficial patch along with the dev version, onto ee4 mod. i get this crash when the loading bar reaches about 1/5 into starting the match

Hi. Did you install the "normal" 1.5 before "developers" version? If yes, then you need to fully remove the EE4 mod folder, install it again and only use developers version.
The normal 1.5 totally changes file structure and adds new files which are then read by game.

that worked, until it crashed suiddenly era 13, was messing with paradrop plane when ee4 splash screen popped

Those are EE4 mod crashes, pretty normal I would say.
There is no way to fix them, unless you contact the creator and maybe he'll have time to check it.

So as long as the game started with Developers version of UP1.5, there is nothing I can help you more with
