Windows Vista and Empire Earth II ?

You all know I never bought this game : a friend just gave it because he had it 2 times (lol). But now he cannot run it on Vista.
It is his comp' or it is Vista ?
Solution ?

Has he an error, when he trying start EE2, or he just can't install?
He should download and install Direx 9c, because in Windows Vista as default is only Direx 10.
Game working on Windows Vista - I had Windows Vista before Windows 7 and EE2 worked. Timothe also playing on Windows Vista, so I don't think that it's system fault.
Possible reason is: no programs needed installed.
