Your computer probably laggs...
Tell me what's your compuer? What's processor, what's RAM memory, what's graphic card?
In graphic settings set this:


Or just everything on "Low", but these settings are better, due that you can see where to scout trick if someone's building city center.

On the other hand, I think your computer just isn't enought good.
For example when we are starting game:


On our computers it loading in 3-5 seconds... And you have always wait for loading 5X longer than others.

I recommend to disable all programs on your computer, while you're playing Empire Earth II.
You should clean your computer, google program: ComboFix and run it. It should clean your computer from all viruses and other shit.
After this clean computer with program like: CCleaner or TuneUp Utilities 2012

Well, you've to be crazy to play on 800x600 xD
With 800x600 game just looks bad... When game looks that bad, then you have no fun of playing it
That's why we did for example Patch 1,3 with 1600x900, and we're going to do Patch 1,4 with even more popular resolutions

On the subject of the meetings, "stejnak", and ladies being low, I have no idea how it's all correlated.
Besides that, I think Mona covered lag problems. Hopefully that is what you're referring to.

rams fine, ee2 love your CPU and for map loading times that's dependent on your hard drive. a 1 GB graphics card can either be good or bad as they have low end 1 GB models and high end 1 GB models. So my guess is that you have a low end CPU and a crappy hard drive
