Why cant I send PM?

Why cant i send a message to user????
It says he cant recieve it for some reason.

Hello.
I checked and Private Messages are full enabled for you.

Possible that user which you want to send message - disabled Private messages in options.

Can you tell me, who had to receive message, then I'll be able to check?

Miss, look at green frame:


Member where you send private message has to have enabled this option.
Possible that this "error" is because you didn't write correct "subject" - be sure, that you did minimum 5 letters long message title.
And if you can just screenshot message of this error.
