Peppar knows how to hack acc's, and change their rating, for example. I see one of pwns acc with 8k in 6 games (Tourny) but, it didn't register on the tourny board, so it really isn't really "real" persay, it is just one number placed in there randomly somewhere, like when everyones acc's...
