Unfortunately there is nothing that can be done when using custom civs, custom starting forces, etc.
EE2: AOS never received any official patch to the game, so such crashes and problems will always be present.

Can you post a screenshot of what files you can see in the "zips" folder? Are you actually installing Empire Earth II, or Empire Earth 1, or Empire Earth III by mistake? sooo reinstalling should lead to the zip being there? 51 minutes 50 seconds did the reinstall, and nothing changed. did not help zips/db.zip is a part of the game itself. If it's missing then something is not installing it on your computer. Maybe antivirus program is blocking / quarantining it?

This means that your game installation is corrupted. You need to reinstall EE2 from Gog Galaxy or whatever source you're using. The patch installer correctly detected the missing file and prevented installation. If the patch allowed installation, the game would crash anyway and players would ...

Are you installing the patch to the folder where your game is installed in? Are you sure file zips/db.zip is present there?

In Unofficial Patch 1.6, some files are differently used. For example, sabotage and some other effects are in: zips\dbareaeffects_unittype.ddf and this file is read by both (EE2 and EE2: AOS), so you don't need to modify multiple files.
