Yes, the AIPs files are loaded depending on AI level, their civilization and probably many other factors. So if you want to stop them from producing air units, you will need to edit all .aip files that are containing airport, fighter, bomber, etc. inside.

I'm not aware of any new mods that are adding new units to the game for new epochs. Could be that I just didn't search for some years, but it's unlikely that someone else creates units mods for the slow and overloaded game engine like EE2 has.

And what about Patreon? it should allow to add the normal card and process with 1-time payment, then cancel.
