99% of AI behavior is in the .exe file (compiled, impossible to make any edits). I wouldn't be surprised if citizens deletion is also defined there when a specified condition is triggered. It depends what exactly you're trying to do. Most likely he tried to access the region blocked by palisade, thinking it's a river block and spamming bridges. AI should build walls, at least on plains map.
